The International Renewable Energy Agency (IRENA) is an inter-governmental organisation mandated with the widespread and increased adoption and sustainable use of all forms of renewable energy. At present, IRENA has 150 Members (149 States and the European Union) that acceded to its Statute, and 27 additional States in the process of accession and actively engaged. IRENA supports countries in their transition to a sustainable energy future, and serves as the principal platform for international cooperation, a centre of excellence, and a repository of policy, technology, resource and financial knowledge on renewable energy. The Agency implements its mandate with the view to sustainable development, increased energy security and low-carbon economic growth and prosperity.
Within this mandate, the focus of the Knowledge, Policy and Finance Centre (KPFC) is on collecting data, developing knowledge platforms and conducting analysis to support the creation of enabling environments for investment and growth in renewable. This entails analytical work on policy and finance, building a gateway to knowledge, giving input to advisory services that the Agency provides to its member states and at regional levels, and targeted engagement with the private sector and civil society.
Within KPFC, the Policy Unit provides policy-relevant and forward-looking analysis on renewable energy trends and developments to strengthen the business case for renewable energy, highlighting the contribution of renewables to broader policy objectives. The Unit focuses on specific analytical gaps and develops new knowledge that can support informed decision making. The four main pillars of IRENA’s policy analysis include: policy assessment, regional market analysis, socio-economic benefits, and energy access.
Under the supervision of the Head of Policy and overall guidance of the Director of Knowledge, Policy and Finance Centre, the Programme Officer (Renewable Energy Analyst) will be responsible for the following duties:
  • Conduct in-depth research, reviews of academic literature and detailed analysis on renewable energy policy and economic trends, providing insights and recommendations to various policy-making target audiences (e.g. regional, local) to accelerate the deployment of renewables;
  • Produce cutting-edge knowledge products on the assessment and identification of emerging trends in renewable energy policy, including in the context of broader macroeconomic, investment and energy trends, and develop tailored outputs in support of IRENA’s related policy work;
  • Undertake analytical work regarding challenges and measures to promote the integration of renewable energy based solutions to generate electricity, heating and cooling in e.g. the commercial and residential buildings, industry and transport sectors;
  • Support the analysis of economic value creation in the context of renewable energy deployment that addresses the sector’s contribution to overall value added within an economy, such as growth and local content, as well as additional variables to be determined, taking into account the overall economic benefits that the renewable energy sector provides established markets and those with nascent renewable energy industries;
  • Support work across IRENA Directorates to develop renewable energy policy analysis and recommendations that integrate regional and country-level energy trends and priorities;
  • Support the broader activities of the Policy Unit through analytical, written and verbal contributions, and briefs on all aspects of renewable energy policy;
  • Support the planning and co-ordination of the Agency’s Work Programme and thematic decisions and contribute to their monitoring and implementation; participate in meetings and planning sessions to review programmes and budgets;
  • Promote the work of IRENA externally to a wide range of audiences, including by delivering presentations and holding bilateral meetings, and by providing support for the development of reports, analyses and information items for these meetings;
  • Prepare written outputs, background papers, analysis, substantial sections of reports and studies, inputs to publications; manage outreach activities;
  • Perform other duties as required.

Qualifications
Education: Advanced University degree (Master’s degree or equivalent) in economics, public policy, energy policy, or engineering, with a strong emphasis on quantitative analysis. A first-level university degree in combination with qualifying experience may be accepted in lieu of the advanced university degree.
Experience: A minimum of seven years of progressively responsible experience in policy programme development, and analysis of data and production of reports, preferably related to the energy sector; a proven track record of producing peer-reviewed publications and evidence of profound understanding of the renewable energy sector would be an asset.; experience in international co-operation and in dealing with multilateral agencies and forums.
Language: Excellent command of written and spoken English is required. Knowledge of other languages is desirable.

IRENA is an inter-governmental organisation, mandated by Governments worldwide to promote the widespread and increased adoption and sustainable use of all forms or renewable energy. In order to do so, IRENA will facilitate access to all relevant renewable energy. It facilitates and analyses the sharing of best practices and lessons learned regarding policy frameworks, capacity-building activities, available financial mechanisms and relevant technologies on renewable energy.
The IRENA Secretariat, next to its programmatic work pertaining to renewable energy, ensures effective support to Members in an accountable and transparent manner with a view to meeting the needs of the entire membership. As an intergovernmental organisation, IRENA’s membership is not only its governing authority, but also one of its most important assets. Members provide IRENA with the necessary funding as well as guidance on the programmatic and strategic direction of the Agency. They also represent the Agency’s most important cooperation partners, as they possess a wealth of experience and knowledge that enriches IRENA’s programmatic activities. They are also the most important advocates of the Agency, its work and its mandate.
The Governance Support Office (GSO) within the IRENA Secretariat serves as contact point for Members of the Agency. Among others, it supports the Agency’s intergovernmental meetings logistically and substantively, ensures a consistent flow of information between the Secretariat and the membership as a whole and, in this context, implements a number of special projects.
Duties and Responsibilities
Under the supervision of the Director, Strategic Management and Executive Direction, and in close co-operation with other staff in the division, the Programme Officer, Governance Support Office will be responsible for the following duties:
  • Undertake the necessary work associated with preparing to convene the Agency's governing bodies (the Assembly, the Council and their committees) with a view to obtaining the best results for the Agency and all its Members, while meeting the highest levels of timelines, transparency, accuracy and consistency, and ensuring a smooth conduct of the meetings. Toward this end, he/she will support the following:
    • the development of the agendas of the governing body meetings, and the preparation of related background, on the basis of a comprehensive annual meeting plan, ensuring that all relevant rules and regulations are adhered to, and that previous decisions are followed up on in a systematic and comprehensive manner;
    • the preparation of sessional documentation, the preparation of draft statements and the development of reports and notes of the Director-General on substantive programmatic and institutional matters;
    • the preparation of background notes, scripts, talking points and related documentation for elected officials and the membership at large, in addition to the preparation of draft outputs from meetings, while ensuring adherence to timeliness and quality;
  • Support the Secretary of the Assembly and of the Council, and support elected officers and the Director-General prior to and during the meetings.
  • Prepare agendas, notes and develop ideas to propose to senior management and the membership to help continue to shape the Assembly as the global venue for renewable energy discussions and the international platform supporting cooperation between countries, organisations and other stakeholders, including private sectors and civil society. 
  • Analyse meeting outcomes and identify and recommend necessary actions in order to ensure timely reporting, follow-up and implementation. 
  • Propose, establish and maintain relations and enhance regular channels of communication and involvement on programmatic and institutional matters with the Members of the Agency, the host country, and other stakeholders, including through:
    • stepping-up and regularising the communication of programmatic activities / information to Members;
    • participating in the continued improvement of web-based, interactive communication tools or platforms for IRENA Members;
    • developing and implementing other participatory processes and opportunities for two-way communication with the membership with a view to maintaining continuous interaction with Members on programmatic activities. 
  • Participate in all governance-related matters, including the enlargement of the Agency’s membership and expansion of IRENA’s engagement with other relevant intergovernmental institutions and in other relevant intergovernmental processes.
  • Perform any other duties as required.

Qualifications:
Education: An advanced university degree in Business, Political or Communication Science, Public Administration or related field.
Experience: A minimum of five years progressively responsible, relevant experience within the public sector or an intergovernmental institution, combined with knowledge of governance issues is required.  A minimum of three years working experience in an international environment is required.  A proven knowledge of global energy and/or sustainability issues would be an asset.
Language: Excellent command of both written and spoken English is essential. Fluency in other languages would be of additional benefit.
